SO here is my Q, the temperature in my basement is dropping below 60 now (winter in WI) should I bottle or keep going, is that low Temperature for an big Ale going to negatively impact the flavor?

Nope, it won’t have a negative impact. A period of cold storing and/or lagering is often utilized by trippel brewers.
