Yeast starter

For my second brew I’m making a Honey Kolsch. NB suggested I do an yeast starter, which I’ve done earlier today. My question is it doesn’t look like its doing anything,but when I swirl the beaker I get a lot of foam and everything settles to the bottom. Does it sound like this is normal? Thanks
