Yeast starter ofr hef

I plan on doing a yeast starter for a hef using wyeast 3068. I am going to be fermenting around 60 to keep the off flavors down. When I do my starter do I need to ferment the starter at 60 also or can I just ferment it at 68.

No, you are fine growing yeast at 68. After 24 to 36 hours of getting the yeast grown you want to cold crash in the fridge for another 24 and decant the beer off the top of the yeast with enough left to loosen/swirl off the bottom and pitch.
