When should I add extra hops to an extract boil?

I’m new - done 6-7 batches and have fallen in love with the Belgian Houblonmonstre recipe. I’d like to add just a “bit” of hop bitterness to it. I’ve never added extra hops before and have no idea the effects on taste when adding hops at 60 minutes of boil or 15 minutes of boil, or whatever. I figure I’d start off by adding an ounce of Cascade - just need to know when and why.

The hops would be boiled for 60 minutes if you are looking for extra bitterness. A 15 minute hop addition would extract the flavor with little addition to bitterness. A 2 minute to 0 minute hop addition is for aroma.
