Water amount for rehydration of dry yeast

I read several places that you should use four ounces of warm water to rehydrate a pack of yeast. If I’m doing a strong batch that requires two or three packs do I still use four ounces or four ounces for each pack? 12 ounces for three packs?
I’m planning on making a pretty strong mead.

I can’t imagine that it makes much difference.
