Go all grain with BIAB and use your money a chest freezer and dual-stage temp controller. The only expense from going to BIAB is you need probably at least a 10 gallon kettle. You can make your bag or get one custom made for your kettle for about $30 shipped.

Temp control will make your beer go from ‘homebrew’ to ‘great beer’, all other things equal. If you have the room and some dough to blow on something, i would say temp control even before going all grain.
