When a 1 step starter won’t build up to the required cell count needed for the OG of your wort.

When you have very old yeast and make your first starter with an OG of 1.005 or 1.010 to prevent stressing the yeast.
When you are brewing a lager and need double the pitch rate of an ale of the same OG.
When the starter container is to small for a single step starter.

There are most likely other reasons also.
