Stuck RIS fermenation

i brewed a RIS with og of 1.098 with a 2l starter of 1084 and a second smack pack of 1084 at 67 beer temp kept at constant temp by a chest freezer and thermowell. after two weeks of primary it is only at 1.039. i was wondering if there was anything i could do to attempt to bring it down more. this is only my 5 batch but i have never missed my fg by so much before.

Try rousing the yeast. A good swirl every now and then should help.

is it extract or all grain? mash temp? a recipe might help determine the problem

it is extract with steeped grains

here is my recipe

steeped for 20 minutes
.5 lb black patent
.5 lb chocolate
.5 lb roasted barley

60 minutes 6 lb dark malt liquid
60 minutes 2oz summit
30 minutes 1 lb dark dme
15 minutes 6lb dark malt syrup
5 min 2 oz cascade

Dark DME has a lot of unfermentables in it. You may be as low as you’re going to get.
