Starter for 10 gallon batches

I just played the NB instructional video on making a yeast starter and towards the end there is a mention of a possible need for a second yeast propagation for high gravity beers and/or 10 gallon batches. Does this mean using a second package of yeast or does the process end after cooling down the second mini wort in the flask?

It means after the first starter is made chill and decant the old wort and add fresh wort to the yeast slurry to grow even more yeast. Do a search for step starter to get more info.
