Rolled Oats for steeping?

I have some Rolled Oats (several pounds) from a 50lb bag I bought at Tractor Supply. They don’t looked like flaked oats (as in Quaker Oats), but from all the google searches I’ve done, everybody says that rolled oats are the same as flaked oats.

Does anybody think I could use these rolled oats for steeping?

Steeping flaked grains just gets them wet. They should be mashed. Mix with a equal portion of pale malt and do a mini-mash.
