It says 1oz. Cascade (first sort). Does that mean to add after I collect my first mash or after
I collect my entire wort? Or is it something else?

Put the FWH into the kettle then lauter your runnings into the kettle.
They steep in the warm wort as the kettle fills, and you leave them in there.
Through " magic " you get smoother bitterness equal to a 20 min addition.
