Mini mash water

I know that with all-grain brewing that your final wort is the beer you have, and if you “top off” with water you’ll begin to drop the gravity; so, I’ve been wondering why nobody has mentioned this about partial mashes. I mean, I know you’re still using extract and that will allow for some topping off, but wouldn’t that (at some point) make your OG a little temperamental? What kind of balance is there here?

It all has to do with the recipe.

I can design an AG recipe that will allow or a partial boil, 3 gallons. And then top off with water to get a fermentation volume of 5 gallons. With the OG in the fermenter that I want.

It is rumored that BMC tops off post fermentation to maximize the output of the fermenters.
