Kits requesting a yeast starter

Okay…total noob here. When a kit calls for a yeast starter, is that in addition to using a smack pack?
If it is a 1 l starter only, could one use that said smack pack to make the starter?

Yes. A starter means making a small batch of wort and letting the yeast ferment that out in order to increase their numbers. http://www.mrmalty.com/starter_faq.php
