I’d def roll back the Carafoam for a 3 gallon batch maybe 2.5 or 3 ounces?. I use about 4 or 5 ounces in a 5.5-6 gallon batch and have plenty of head retention. 93 IBU Tinseth is pretty high too. I’d consider either adding a bit more malt to get your OG up more toward 1.080 or consider rolling back the bittering additions.
That’s pretty complex for an IPA’s malt bill. Interested to see how it comes out, I usually just stick to 2-row and a little bit of 40L
