Excessive Bitterness

I am a long way from an expert however I had similar problems early on. After much discussion here and awesome support from the community I determined that the local water supply had too much sulfite and too much Chloramine for a tasty beer.
I also realized that I had been using the kit ingredients as shipped, when clearly the instructions called for less hops than included.
I also had been using softened water. As you can see there were several mistakes.
The solution was to use RO water for the next batch, weigh out the hop addition, add tablet to eliminate the chlorine.
All was good!
Then I returned to city water ( unsoftened) tablet to remove chlorine.
I have brewed 5 batches since the changes and all have been great.
