Carbonation Problems

Hello all I am new to brewing five gallon batches. I started earlier in the year with extract, I did not have any carbonation issues with those three batches. I have brewed two partial batches in the past three months and each one of them has not carbonated fully after I have bottled them. I used batch priming 5 oz priming sugar mixed in one cup of water boiled and then added to the bottling bucket I even stirred the last batch. After one week there is hardly any carbonation. The batch before the last one is basically a flat beer. I did not have this problem until I started secondary fermentation and partial mash. The last batch was a Belgium Ale that is roughly 12 POV. The beer tasted good like I said before just poorly carbonated. I am starting my first all grain batch this weekend. I am looking for any tips or pointers as to what I may possibly be doing wrong. As you all know this can be frustrating and there are many things that I possibly messed up during the process.

Extract/PM/AG, no difference in the processes is going to cause a carbonation issue.

1 week is way to early to be sampling a bottle of beer. Give them 3 weeks minimum. Turn the bottles upside down and shake to keep things suspended. Keep them in a warm area.

What is 12 POV?

That was supposed to mean 12 ABV I did not know if this would affect the carbonation.

12 ABV is pushing the alcohol tolerance of beer yeast. That would be why that beer won’t carbonate.

You could try to add some champagne yeast.
