Banjo (burner) tuning

Anyway, I just got this nifty banjo setup from the LHBS, and am trying to figure out just how to “tune” the flame. I got that the air venturi should be adjusted such that flame tips should be just before turning orange. What I am wondering is- when I just run it with a little gas, the flames start at the burner and burn solid (pic 1), but when I crank up the gas the flame jumps and burns about 3/4" above the burner (pic 2). Does it put out more heat with the gas cranked up? Is it more/less efficient? Any insight would be greatly appreciated.
