You're not doing anything wrong. It kind of threw me the first time it happened, too. If you get there and it acts like it wants you to create a room, it means that there is no one in it. If you go ahead and create it, then you become the owner (the guy with the dot) for that session.

EDIT: OK -- it's a gold star, not a dot. And it makes you the "operator", not the owner. I just created the room to make sure I had my facts right.
